AI & Work — Weekly Observatory · 19–26 June 2026
June 26, 2026 — Fabio Gentili observatoryAI & Work
Editorial
The week ending 26 June 2026 had its epicentre in Redwood Shores, where Oracle filed the most candid document a Fortune 100 company has ever produced on the relationship between AI and employment. In its annual 10-K, submitted to the SEC on 22 June, Larry Ellison's company stated bluntly that "the adoption and deployment of AI technologies across our operations have resulted, and may continue to result, in reductions to our workforce". Global headcount fell from roughly 162,000 to 141,000 in fiscal 2026 — 21,000 positions shed, with $1.8B in severance and restructuring against $374M the prior year; TD Cowen estimates that 8,000–10,000 of those exits clustered in Oracle Health (the Cerner legacy). The systemic point is that an SEC disclosure is a binding instrument: for the first time a company of that scale has written, under accountability to investors, that AI is deliberately reducing its workforce. On 24 June OpenAI and Broadcom unveiled Jalapeño, OpenAI's first custom inference accelerator, taken from design to tape-out in nine months — Broadcom CEO Hock Tan claims ~50% cost savings versus reference GPUs, with gigawatt-scale deployment alongside Microsoft. Anthropic, after the prior week's Fable 5 restoration, ended free Fable 5 access on Pro/Max/Team/Enterprise on 23 June (now $10/M input, $50/M output API). And the Google-to-Anthropic talent exodus widened: on 24 June Bloomberg reported that Nobel laureate John Jumper (AlphaFold), Jonas Adler and Alexander Pritzel — key Gemini contributors — are headed to Claude's maker, valued at $965B.

High tension
OpenAI/Broadcom Jalapeño chip, Anthropic monetises Fable 5, Google talent exodus
Jalapeño chip (24 June): OpenAI and Broadcom unveil the first custom inference accelerator, co-developed from design to tape-out in nine months — possibly the fastest ASIC cycle ever for high-performance silicon. ~50% cost savings vs reference GPUs (Hock Tan); initial deployment by year-end 2026; gigawatt-scale build-out planned with Microsoft and partners.
Claude Fable 5 monetisation (23 June): Anthropic ends the free access window for Pro/Max/Team/Enterprise subscribers; usage beyond plan now billed at full API rates ($10/M input, $50/M output, $1/M cached read). Most expensive GA frontier model the company ships — double Opus 4.8.
John Jumper to Anthropic (reported 24 June): 2024 chemistry Nobel laureate (with Hassabis) for AlphaFold leaves DeepMind for Anthropic, alongside Jonas Adler and Alexander Pritzel — both viewed internally as key Gemini contributors. Adds to Shazeer's 18 June move to OpenAI.
Gemini 3.5 Pro: still in limited Vertex AI preview at mid-period, GA expected late June / early July. 2M-token context, Deep Think extended reasoning, pricing ~10× Flash, Deep Think behind $250/month Ultra subscription — the priciest consumer AI tier in the market.
Pending frontier window: Polymarket and Metaculus price 80–89% odds of a GPT-5.6 public release by 30 June (multi-hour agentic, Codex computer-use). A possible Mythos 5 restoration negotiation continues. Three frontier launches converge in five weeks.

AI & work — displacement and transformation
High tension
Oracle's SEC filing names AI · 21,000 jobs · 1,062 tech cuts/day
Oracle 10-K (22 June): first major SEC disclosure to explicitly attribute workforce reductions to AI adoption. Headcount 162,000 → 141,000 in fiscal 2026 (-13%); severance $1.8B vs $374M prior year. TD Cowen: 8,000–10,000 exits concentrated in Oracle Health (former Cerner). OCI / AI services teams largely spared, some growing.
Skillsyncer (24 June update): 267 layoff events YTD, 185,894 workers — 1,062 cuts/working day (vs 564 in 2025); 56% of events (150 out of 267) explicitly cite AI/automation/ML, affecting ~156,270 workers at 150 companies. Stable vs prior week's 1,115/day.
TechCrunch "running list" (22 June update): AI-cited layoff pattern concentrated in mid-management, customer service, junior software engineering, IT support. Three independent research bodies (Gartner, MIT NANDA, METR RCT) continue to flag that the productivity case for wholesale cuts is not demonstrated.
Tail of "AI-first transformation": GitLab (3 June, ~350 layoffs / 14%), Verizon (13,000 in late-2025 + hundreds more in May), Meta (8,000 in May with 7,000 reallocated to AI roles). Net workforce reduction with concurrent AI hiring is now the mainstream pattern.
Consolidated financial signal: analyst weekend coverage of Oracle (CNBC, Bloomberg, The Next Web, How2Shout) converts into three operational propositions — profitable firms use AI as cost lever, AI substitutes middle management not just execution, legacy acquisitions are the most exposed to AI-driven restructuring.

Automation and reskilling
Medium tension
Italian "Primo Maggio 2026" decree · WEF AI at Work · EU reskilling architecture
Italy — DL 62/2026 conversion (24 June): Senate converts into law the "Decreto Primo Maggio 2026" — ~€934M for fair wages, employment incentives, anti-digital-exploitation. Touches AI's impact on low-value-added roles and platform-economy work.
WEF "AI at Work": three signals to managers — 56% wage premium for AI-skilled workers; >50% of global workforce needs reskilling in four years; the "Co-Pilot Economy" requires deliberate, gradual adoption (in tension with current market speed). Oracle's filing makes "Age of Displacement" scenario empirically tangible.
European reskilling architecture: ARISA (2022–26) publishes June curricula update; Apply AI Strategy (since Oct-2025) and the planned AI Skills Academy converge with the EUROPA–Domyn consortium (19 June selection) into a four-pillar continental answer to US frontier dominance.
Italy operational translation: ITS pathways, inter-professional fund-financed continuous training, framework agreements between local authorities and tech firms — preconditions for Domyn's leadership advantage to become productive capacity and skilled jobs.

High tension
EU high-risk consultation to 23 July, Art. 50 from 2 August, US EO 60-day window closes
EU AI Act high-risk consultation: Commission extends deadline four weeks (23 June → 23 July 2026) on stakeholder request. Non-binding guidelines but operationally decisive for Article 6(5) classification. Final adoption end-2026.
EU AI Act Article 50 (from 2 August 2026): machine-readable marking of AI-generated content, digitally signed metadata, imperceptible watermarking, explicit deepfake labelling, chatbot disclosure. Compliance window ~5 weeks for EU operators.
US Executive Order 2 June (60-day window closing early August): Treasury/NSA/CISA/Commerce/NIST to design the voluntary frontier-model evaluation framework (up to 30-day federal access pre-release to trusted partners). AI Cybersecurity Clearinghouse to be stood up.
Italy: AI Act decrees (10 June preliminary approval) move through parliamentary commissions and Regions consultation; DL 62/2026 labour decree converted into law 24 June; D.Lgs. 96/2026 pay transparency in force since 7 June.
Deepfakes and AI Companions: International AI Safety Report 2026 themes return to mid-June debate — estimated 96% of online deepfakes are pornographic, persistent gender bias in victimisation, growing clinical attention to AI Companion psychological risks and minor-protection front.

06 · RISKS
AI risks
High tension
Oracle precedent on SEC risk, 16B credential exposure, talent monoculture
Operational risk as SEC admission: Oracle 10-K (22 June) converts AI from "growth factor" to "workforce-reduction factor" in a binding investor disclosure. Template for upcoming earnings; documentable systemic risk that AI revenue promise must be measured against net person-hour reduction.
16B credential exposure (June 2026): aggregation of infostealer archives — many generated/amplified with AI tools — exposes authentication cookies and session tokens for MFA bypass and agentic-session hijack. 12,000+ organisations affected; financial institutions particularly hit.
OpenAI plugin supply-chain attack: agent credentials harvested from 47 enterprise deployments, exploited 6 months pre-discovery. Aggregate: 88% of orgs report confirmed/suspected AI-agent incidents (92.7% in healthcare). Exploit timing "weeks to hours" (Sysdig: admin in 8 min).
Talent monoculture risk: Google → Anthropic exodus (Jumper, Adler, Pritzel) + Shazeer to OpenAI consolidate frontier talent at fewer labs. Bengio's International AI Safety Report identifies this as systemic vulnerability. EUROPA–Domyn = explicit monoculture mitigation.
Geopolitical risk: US EO 60-day window + Fable 5 precedent configure increasingly structured "AI dual-use" architecture, set to reshape every frontier lab's H2-2026 release strategy. WEF Global Risks Report 2026: AI risk to #5 long-term, fastest rise in the series.
Mental health: AIRD recognised in clinical literature (Cureus); 13% of surveyed workers attribute burnout to AI worry; WHO/Frontiers in Public Health: technostress, work intensification, work-life boundary blurring as consistent picture.

Medium tension
Hinton critiques Anthropic · Bengio: "ball in policymakers' hands" · Altman's silicon · LeCun's dissent
Geoffrey Hinton (Lifeboat News, Sana Summit mid-June): two structured theses — frontier AI may already be conscious; Anthropic "is losing its focus on safe technology development" under competitive/financial pressure (NBC late May, lingering in June debate). Maintains "maternal instincts" thesis as long-run extinction-avoidance path.
Yoshua Bengio (Transformer News, mid-June): "The ball is in policymakers' hands. The research on risks is now solid enough; what's missing are regulatory decisions that internalise that solidity". Flags deception, evaluation cheating, situational awareness in frontier models. LawZero's "Scientist AI" as non-agentic proposal.
Dario Amodei: quietest week in two months. Manages 23 June Fable 5 monetisation transition — first complete monetisation of a frontier model strategically exposed to federal regulation. Talent influx (Jumper, Adler, Pritzel) consolidates Anthropic's competitive position.
Demis Hassabis: delicate position — retain talent and accelerate Gemini 3.5 Pro GA while researchers migrate to Anthropic. Jumper's departure (joint 2024 Nobel) removes one of Google's strongest scientific-AI symbols. Next launch window is the litmus test.
Sam Altman: consolidates Shazeer arrival ("it only took ten years") and Jalapeño unveil. OpenAI accelerates vertical integration from science to models to silicon — echo of Apple's 2008–2020 trajectory. Inference is the new barrier to entry.
Yann LeCun: AMI Labs continues at $3.5B valuation post-$1.03B March round; two late-May preprints from his research circle provide first substantial technical material on world-model architecture. Distances himself from G7 coalition; LLMs-as-dead-end remains core dissenting thesis.

The Oracle 10-K, Jalapeño and the Google → Anthropic axis: how the AI economy is restructuring

Conclusions
What the week tells us, and what to watch next

The week of 19–26 June 2026 added two structural milestones to the AI economy. Oracle's SEC 10-K transformed AI workforce displacement from corporate communication into binding regulatory disclosure — a precedent that will pull peer filings into the same template across the upcoming earnings cycle. OpenAI's Jalapeño chip with Broadcom opened the second industrial axis of frontier-AI compute outside NVIDIA's monopoly, with cost economics (50% savings claimed) that could reshape inference at scale. Anthropic monetised Fable 5 from 23 June while absorbing the Google talent layer — Jumper, Adler, Pritzel — that had defined DeepMind's scientific-AI standing.

Watchpoints for the next seven days: (1) Gemini 3.5 Pro GA window — does Pichai meet end-June; (2) Polymarket-priced GPT-5.6 release by 30 June; (3) US EO 60-day deadline (early August) for the federal frontier-model evaluation framework; (4) Italian AI Act decrees through parliamentary commissions; (5) peer SEC filings replicating Oracle's AI-displacement language; (6) further talent moves at the Google / Anthropic / OpenAI interface; (7) EU AI Act Article 50 compliance preparation by enterprises.
